On the same day that the California Supreme Court upheld a ban on gay marriage , an Illinois House committee advanced a measure that would allow civil unions for same-sex couples in the state. The same measure was approved by the committee earlier in the year, but it needed to be voted on again for procedural reasons. If it becomes law, the bill would make Illinois the sixth state to approve civil unions, meant to give same-sex couples the same “basic rights” as married couples, said sponsoring Rep.
